Setting up the commission to review the constitution without disclosing the real purpose behind it, is the gigantic conspiracy hatched by the ruling castes in BJP and Congress to mislead the people of India. It is regretted to say that those who should protest against it and build the special movement against it, are not aware about the purpose behind the conspiracy. Unless and until they are clear about the objective behind the conspiracy, counter actions cannot be planned.
Judged by the activities of the followers of Phooley-Ambedkar it can be inferred that they are unable to understand the real intention of the ruling castes behind the review of constitution. Because of ignorance about hidden intention, they are merely opposing it but could not prepare society effectively against the conspiracy. Their opposition sometimes turns to be beneficial to the ruling castes, the conspirators.
Sangh Parivar and ruling castes have their common objective to transform public opinion slowly and tactfully against the constitution and with the help of mass opinion so built scrap the constitution. If this is the purpose, it should not be allowed to be achieved. This booklet has been written keeping above objective in mind. Transformation or building of public opinion is an intellectual process. The counter process needs to be intellectually strong. Purpose of writing this booklet serves the requirement. It reveals the real motive behind conspiracy to review the constitution. This will help to awaken the people and contribute to build public opinion against the betrayers of constitution and also Nation.
In the present booklet, the referred social group " Mulnivasi Bahujan Samaj" identifies with the indigenous people of India, which constitute more than 85% of its popu-

lation. This social group forms the subjugated population of India, which is divided in numerous castes by Arya Brahmins and enslaved under Brahminical Social System. These segments are called as Shudras and Ati-Shudras. Those who are converted from these communities to break shackles of Brah-manism are also part of Bahujan Samaj. Constitution also has identified them as Scheduled Castes, Scheduled Tribes, Other Backward classes and (converted) minorities. In literary sense, Mulnivasi means indigenous and Bahujan stands for majority.
I am grateful to all those colleagues who contributed in the efforts to bring out this booklet, especially translation and proofreading by Adv. Ram Gopalji needs special mention. Without mentioning the role of Mr. Sukhvir Saini in typing the manuscript and computer related work, this acknowledgement is incomplete.

1. Review of Constitution: A serious issue
People are aware that every year BAMCEF conducts various programmes in its nation-wide awakening campaigns on various burning problems created by ruling castes. Last year on 21st February 1999, we had launched a nation-wide public awakening campaign from Delhi on the burning problems of that time. In this campaign, seminars and debates were conducted throughout the country on the subject "Is Judiciary of India suffering from Brahminical prejudices?" When we were in midst of nation-wide campaign on the said subject, the Supreme Court of India delivered a judgment on 10th August 1999 in which Supreme Court decided that, there will be no reservation in admissions to medical and engineering institutions for candidates belonging to SC, ST and Other Backward Classes. On the similar line, the Supreme Court gave another ruling on 16th September 1999 that they will not intervene or entertain the cases which refers to the matter related to reservation in promotions, as according to them reservation is not the fundamental right. Both these judgments have proved beyond doubt that the Judiciary of India is suffering from Brahminical prejudices and even it is acting in violation to the provisions of the Constitution of India. So, we stopped this campaign and opened new campaign on "How to arrest anti Constitutional functioning of judiciary? " This campaign was pursued till December 1999.
But at the advent of new year 2000, the Brahminical Govt. supported and controlled by Sangh Parivar, took a decision to constitute a commission to review the constitution. The commission was set up as a part of the Sangh Parivar's agenda. Simultaneously an announcement was made by head of the Sangh Parivar in Nagpur to scrap the present constitution. The reservation is one of the rights conferred by constitution to SC, ST and Other Backward castes. Whereas if the constitution is scraped or finished or thrown out, thousands of those rights provided in the constitution will be nullified, which are acquired by the forefathers of SC, ST, and Other Backwards Class (Shudras) and minority communities. All these sections who are victims of Brahminical Social System including women of ruling castes, would loose all their rights, which have provided them a historical opportunity to achieve freedom from the tyranny of age old orthodox Brahminical Social System. Considering adverse implications of this move of ruling castes, we felt that this is a very serious matter and has to be countered on priority basis.

2. Nation-wide Campaign of BAMCEF - A brief outline:
(5000 programmes in 23 states, contact 1 Crores family, Pamphlet distribution, audio-Video cassettes etc.)
Reservation is merely one of the rights conferred by constitution as a representation in democratic governance. But in the event of the scrapping of constitution, all rights provided under the constitution to the aforesaid servile castes and weaker section will come to an end. Society will be pushed back to age old oppressive Brahminical System which is antisocial, anti-human in character. After sensing these counter revolutionary moves of Brahminical forces, we have launched a nationwide campaign in which we have planned to conduct at least 5000 programmes in 23 states. Inaugural programme of this campaign was held in Pune on February 6, 2000. In our earlier campaigns when the Supreme Court snatched our right of reservation or representation, we conducted 1000 programmes in 23 states. As the matter of scrapping of constitution is much grave and extremely explosive, we have taken it more seriously and decided to organise at least 5000 programmes in 23 states and entire organizational strength has been deployed to make it effective. These 5000 programmes would be systematic and be the part of a chain of coordinated and organised programmes. In addition, 5000 workers will be deployed for conducting campaign meetings and to establish contact with 5 Crores people within a period of 100 days. People will be appraised of the fact that how ruling castes have been betraying constitution during last 50 years. One Crore pamphlets will be distributed in the houses of SC, ST, OBC (Shudras) and converted minorities with special efforts. To make these awakening programmes more effective, we have planned to distribute 5000 audiocassettes and videocassettes. The booklets in Hindi, Marathi and English are already under circulation. Updated and relevant information on the moves of ruling castes on various fronts will be given to people from time to time.
A national level workshop was arranged in New Delhi on April 22 and 23, 2000, in which leading activists from various zones were trained by eminent experts in various fields. These cadres were trained to expedite the campaign systematically and efficiently. We are coming out with an edited volume of the proceedings of the workshop to provide a ready reference to intellectuals and activists of Mulnivasi Bahujan Samaj.
A proposal has also been mooted to set up a Review Commission, which will review the various aspects of betrayal of constitution, by ruling castes since independence. This will expose mischief played on constitution by ruling castes and people will know their frauds against nation. This assignment will be entrusted to retired Judges who may give their conscious consent in our endeavor.
This is the brief outline of BAMCEF's present mass awakening programmes.

3. Golden Jubilee of Constitution and why BJP & Congress are not celebrating it?
Before writing on the subject- "Golden Jubilee of constitution or Golden Jubilee of betrayal of constitution by ruling caste", it is essential for people of Mulnivasi Bahujan Samaj to know why they should celebrate the golden jubilee of the constitution. The golden jubilee of constitution should have been commemorated by the Central Government, but so far no programme has been chalked out by the Government. One programme, which was held on 27 January 2000 in the central hall of parliament and attended by the Prime Minister, President, Vice President and the Speaker of Lok Sabha was not organized by the Central Government but arranged by Speaker of Lok Sabha in his own capacity. We all know that the Golden Jubilee of Independence was celebrated by ruling castes throughout the year with a well chalked out plan and with ample funding provisions from the Central and the State governments. Whereas, on completion of 50 years to the adoption of constitution, Central Government did not arrange any commemorative programme in the memory of this historical event of the nation.
Leave aside the Central Government ruled by BJP and its allies, at least Congress should have celebrated the golden jubilee in those states where congress party is in power. Mrs. Sonia Gandhi and the Congress have reasons to celebrate this occasion as their ancestors played a historical role in the framing of the constitution. But neither Congress nor Sonia Gandhi has shown any interest in this respect. Thus it is very essential to know why the ruling castes did not celebrate and don't want to celebrate the golden Jubilee of constitution.

4. Historical role of Constitution- An Instrument for Social Revolution.
a. Our rights - Efforts of our Forefathers
On 15th August 1947, when India attained independence from Britisher, India's ruling castes comprised of three varnas of Vama system viz. Brahman, Kshatriya and Vaishya acquired freedom. After freedom from Britishers, these three varnas regained those rights, which were bestowed to them by Manusmriti and Dharma Shastras for thousands of years. Shudras (OBC) who are placed at the bottom in this varna ladder i.e. fourth Vama had no rights under these Dharma Shastras. In fact, only after enactment of the Indian Constitution i.e. on 26th January 1950 Shudras and Ati-shudras could acquire their rights. Had the rule in accordance with the religious provisions enshrined in Dharma Shastras brought in for implementation, these Shudras would have been deprived from their all rights? Rule of Dharma Shastras could not be implemented or made applicable due to the effective movements launched by our ancestors. Most prominent amongst them are Dr. B. R. Ambedkar, Chatrapati Shahu Maharaj, Periyar Ramaswamy and father of India's social revolution Jotiba Phulcy. Especially because of tremendous efforts put by Dr. Babasaheb Ambedkar, different classes of the people could be bestowed with rights through various provisions in the constitution.
b. Our position under Brahminical rule in British India. - Slave of slaves
Dr, B. R. Ambedkar expressed his views about the freedom movement led by Gandhiji that, " till you people keep us as slaves, you have no ethical rights to demand freedom". Gandhiji replied in turn "we are slaves of the Britishers, until we are liberated from their slavery how we can liberate you?" Then in reply Dr. B. R. Ambedkar said, "You are slaves of the Britishers and we are slaves of enslaved. We are victims of the double slavery. As you are our master, any master is free to liberate his slaves." On 15th August 1947 only people of three varna got freedom. Because of this specific reason Brahmins, Kshatriyas and Vaishyas celebrated the Golden Jubilee of independence on 15 August on a grand scale and with much fanfare. However the people of the fourth varna (Shudras) and all other below them did not get freedom. In real sense the Shudras and people below them in the ladder in varna system acquired liberation only on 26th January 1950, due to rights conferred on them by constitution. On this day when people comprised of fourth varna acquired liberation and rights were restored to them, ruling caste people lost their special rights and privileges which they have enjoyed in varna system. Owing to this reason, they are not celebrating Golden Jubilee of constitution.

5. Why to celebrate the Golden Jubilee of Constitution? ( A golden day of liberation, self-respect and acquisition of rights.)
The Shudras who are present day OBC's were compelled to serve the three varnas by Dharma Shastras should celebrate the golden Jubilee of constitution. Similarly, those who were deprived of these serving rights like Shudras and declared as out castes i.e. Scheduled Castes (SC) and Tribes (ST) are benefited after enactment of constitution. We should know that the people of SC's and ST's categories are not Shudras; they are outcastes as per varna order. In 'Gita', a religious book supporting Brahminism, it has been said that, Shudras (OBC) should serve three varnas selflessly, without aspiring for any remuneration. These religious orders were directed only for Shudras and it means that Shudras should serve the three varnas but should not aspire for any kind of remuneration. Their service will accumulate "Punya" and this will help them in changing their Varna i.e. Shudras can become a Brahmin. But when he will become Brahmin? Dharma Shastras says, it is not possible in this life, as this birth has already been taken place; the chances to become Brahmin are possible only in the next birth. Shudras and Ati-shudras because of their forced ignorance have been serving three varnas selflessly for thousands of years in the illusion to become Brahmin in the next birth.
This was a heinous conspiracy hatched by Brahmins in the name of religion to deprive Shudra and Ati-shudras from exercising any rights. These people under the influence of religion have been fooled for thousands of years. Now they have acquired their lost rights after enactment of constitution. They have an opportunity to liberate themselves In this birth itself. Owing to all these reasons, especially Shudras, SC, ST and converts from them should celebrate the Golden Jubilee of Constitution.

5 (a) Republic Day (Prajasattak Din) (Jan.26th) - Day of People's Empowerment.
There can be many more reasons to celebrate the golden jubilee of constitution. But the most important reason is that the constitution is adopted from 26 January 1950. The day is also known as "republic day". The word republic day does not give the inherent and clear expression. To give clear expression, this day is also known as 'prajasattak din', which literally means 'day of rule of people', thus 'prajasattak din ' would be appropriate term in the real sense. On 26 January the people of India were empowered to decide their ruler by exercising their right provided in the constitution which was not there Prior to 26 January 1950. Britishers became rulers but by force without mandate from the people. However from 26 January 1950 onward people especially from Mulnivasi Bahujan Samaj were empowered to determine their own Prime Minister and President. Thus, people were constitutionally empowered to elect their own ruler by exercising their power of 'one vote-one value' conferred on them by the constitution. We therefore may call this day as "People's Empowerment Day". This is the day since when sweeper is elevated and equated politically with queen who was enjoying supreme rights before.
In fact, due to this empowerment of people by constitution many Shudras and Ati-shudras could become rulers Shudra Keshubhai Patel could become the Chief Minister (CM) of Gujrat, Shudra Vilasrao Deshmukh could become CM of Maharashtra, Shudra Karunanidhi could become CM of Tamilnadu, Shudra Chandra Babu Naidu could become CM of Andhra Pradesh, shudra S.M. Krishna could become CM of Karnataka, shudra Ashok Gehlot could become CM of Rajasthan, shudra Om Prakash Chautala could become CM of Haryana, Prakash Singh Badal could become CM of Punjab, shudra Rabri Devi could become CM of Bihar. Similarly shudra Naveen Patnayak could become CM of Orissa and forward shudra Jyoti Basu could become CM of West Bengal. In addition to this, powerful leaders like Mulayam Singh Yadav and Laloo Prasad Yadav could emerge; shudra Deve Gouda could become Prime Minister of India and Shudra Devi Lal the deputy Prime Minister of India. In fact 90% of territory of India is under the rule of Shudras, which is a miracle in itself. This happen only because of the constitution gave right to shudras, the present days OBC. Therefore all of us, especially Shudras should celebrate the Golden Jubilee of the Constitution. BAMCFF has decided to celebrate the Golden Jubilee of Constitution on a grand scale. A Nation wide campaign on "Golden Jubilee of Constitution" has been launched and minimum 5000 programmes are being arranged in 23 states.

6. Constitution Review Commission - (A programme by the ruling caste on Golden Jubilee of Betrayal of Constitution)
On 26 January 1950, Constitution of India came into force. From the same day, the betrayal of the constitution was also commenced. It may be seen that when constitution has completed 50 years of its commencement, the process of betrayal with the constitution of India has also completed 50 years simultaneously. This year is the year of Golden Jubilee of constitution as well as year of Golden Jubilee of betrayal of constitution. Thus this year is the 'Golden Jubilee of betrayal of constitution of India" for the ruling castes and Golden Jubilee of Constitution for Mulnivasi Bahujan Samaj.
We can understand their predicament of not commemorating the golden Jubilee of constitution. But it does not mean they are sitting idle. They are not sitting idle; in fact, how can they remain silent on fiftieth year of betrayal of the constitution. They have decided to celebrate the Golden Jubilee of betrayal of the constitution of India, by constituting a 'Constitution Review Commission' to do justice to their objective. Since this decision to constitute review commission coincides with 50 years of commencement of constitution, we can say that it is a programme of ruling castes to commemorate betrayals of constitution.

7. Is the amendment an objective ?
When questioned about the objective for setting up the commission to review the constitution, it was replied that its objective is to amend the constitution. It must be examined whether amendment of the constitution is the sole objective of the commission. For this purpose we must examine certain facts in proper perspective.
FACT (I) -Review of the Constitution is out of purview of the executive power.
Under article 368 of the constitution of India, the parliament has the power to amend the constitution. The central govt. can take recourse to this Article. As such there is no necessity to review the whole constitution. Without reviewing the entire constitution amendments therein are possible. It is not understood, how the need of reviewing whole constitution has been felt. It is beyond our apprehension that the central Govt. does not understand or is incapable to understand such a simple matter. The founder of the constitution Dr. Ambedkar was of the view that, no government has the right to review and seek referendum on the constitution. Therefore Dr. K. S. Chauhan a leading lawyer of supreme court filed a petition in supreme court and challenged setting up of the commission to review the constitution saying that, the Govt. have no right under article 368 to review and seek referendum on the constitution. Government can amend it through Parliamentary procedure, without touching its basic structure. Dr. K. S. Chauhan also raised the issue, that under which Article of the constitution, the commission to review the constitution has been set up?. The Govt. submitted in the Supreme Court that it has not been set up under any article of the constitution but it was done under the administrative right of the government. If this is the position, then the question arises as to whether constitution confers the administrative right on the government to review the constitution? Is it coming under the purview of administrative right? Our candid view is that the right to review the constitution is out of the ambit of the administrative right of Central Government. We fail to understand that the government does not understand such a simple issue?. They are bent upon tampering the constitution.
FACT NO (II) - Amendment is not an objective- No support of 2/3 members in Parliament.
If BJP and its allies in NDA are desirous to amend the constitution, then they should have 2/3 majority in the parliament. BJP and parties in alliance have only 299 members of parliament and BJP alone has only 180 members of parliament. According to this fact, BJP and allies does not have 2/3 majority (356 MPs in Lok Sabha) in either house for carrying any amendment in constitution. Thus, one can say that amendment cannot be the objective behind the setting up of commission to review the constitution. To meet this statutory requirement of 2/3 majority in Parliament BJP should have consulted the main opposition party Congress on the issue of the review of constitution. But BJP did not choose to do so nor the meeting of the opposition parties was called on this issue. Had BJP & Alliance called such meeting they could have mustered support of more than 400 MPs. But BJP did not do so. Central Government convened the joint meeting of all political parties even on issue such as devastation of Orissa by cyclone which docs not affect national polity. Review of Constitution is much more serious issue, as it affects Indian polity. The government ought to have invited all parties meeting on this vital issue of national importance.
The foundation of the constitution was laid down by the Constituent Assembly and if review of constitution was the objective then similar representative constituent assembly ought to have been constituted. The constituent assembly was the body of the elected representatives and those elected representatives were instrumental for the framing of the constitution. Even if the constituent assembly has not been constituted to review constitution, the matter could have been deliberated in the parliament, a representatives body of people (Loksabha) and obtained consent of the Parliament but the government has not taken recourse even to this alternative. Neither the Prime Minister moved a resolution in the Parliament nor did he take approval of parliament on the review. Considering all these facts, it can be safely concluded that, BJP and Mr. Atal Bihari Vajpayee knew that since they do not have 2/3 majority in Parliament, amendment in the Constitution is not possible. And therefore, 'amendment' cannot be the objective behind constituting a review commission. Then question arises, what could be the objective of the commission?

8. Even Review is not an objective
Now let us analyze some more facts and find out whether to review the constitution really an objective.
Relevant facts: Fact No -I
In 'Keshva Nand Bharati Case', the constitution bench of the Supreme Court has ruled that, Parliament has no right to amend the "Basic Structure of the Constitution ".
Fact No -II
The Chairman Justice Venkatachallaya in his statement has revealed that, they are not reviewing the Bask Structure of the constitution and they will not tamper with it.
Fact No-III
When the Govt. was asked, whether the review commission has been asked to review the basic structure of the Constitution? The Govt. made it clear that they have not asked the review commission to do so.
On the basis of the aforesaid three facts, it could be inferred that, the basic structure including their related clauses which constitutes 75% to 90% part of the constitution shall not be reviewed. And only 10% to 20% portion of constitution shall be reviewed. If that be so, then why the propaganda to review the entire constitution is being carried by ruling castes. These facts prove beyond doubt that the review is not the objective of the review commission.
Thus neither amendment nor reviews are the objective of the commission. Then what is the real objective of constituting review commission? Those who want to oppose the review commission they cannot do so without knowing hidden objective behind it. Therefore, it is necessary to know the real objective behind it.
Although Govt. has stated that the amendment is the objective, we have proved that neither 'amendment' nor review' is the objective of the commission. It means on one hand, the government is concealing the real objective behind the review and on the other hand the opposition parties, electronic media and print media have been shouting at top of their voice and making hue and cry that there is a hidden agenda behind the review. But the opposition parties also have not disclosed or revealed any of the hidden objectives. In order to expose the hidden objective of the government, BAMCEF have chalked out its programmes.

9. Objectives behind review commission :
After making deep study and analyzing entire episode, we have reached to the following conclusion that there are three objectives to constitute the review commission.
a. Immediate objective
b. Short-term objective
c. Long-term objective
a. Immediate objective: - Avoid discussions on non-fulfillment of objectives of Constitution.
In order to understand the immediate objective behind the review commission, it is necessary to know some facts. On 26th January 1950, constitution has completed 50 years of its enactment. In other words, this year is the Golden Jubilee Year of the constitution of India. The Golden Jubilee of constitution should have been celebrated throughout the year and while celebrating it ought to have been examined critically as to whether the objective for which the constitution was adopted, have been achieved or not. Principle of management is to set an objective or goal, and then review the performance for its achievement. According to this principle, once the objective is determined by the constitution, it ought to be reviewed after the completion of its 50 years and if objective could not be fulfilled in last '50 years then, who is responsible? What are the failures and deficiencies to accomplish the objectives?
The ruling caste people did not want to review their failure. They want to avoid public debate because it will expose the ruling castes people who ruled India for last 50 years. Their betrayals with constitution will get exposed to the people and there would be mounted danger of public revolt against ruling castes. To save from such a volcanic situation it was necessary for them to set some agenda in motion around 26th January 2000 and sidetrack the real issue.
The constitution is not an end in itself. It is rather mean for the achievement of the defined objectives. The constitution ought to have been used to fulfill the objectives set therein. However this has not been done and hence betrayal. It was obvious that people may debate and deliberate the issue on 26th January 2000 and therefore to arrest such a debate, Government headed by BJP hurriedly declared setting up of a commission to review the constitution even without finalizing any outline, or without deciding about chairman and members of the commission and despite of formal and informal objections raised by the President . From the above fact we can conclude that there might be some immediate objective behind this immediate decision. As soon as declaration to set up a review commission was made, the press and print media started a debate in favor and against the review of the constitution. Owing to this discussions and debates in media the debate concerning fulfillment of objectives of the constitution got a back seat and finally stopped.
Objective of the Constitution :
Now let us look at the objectives of the constitution, which are enshrined in its preamble.
PREAMBLE
WE, THE PEOPLE OF INDIA having solemnly resolved to constitute India into a SOVERIGN SOCIALIST DEMOCRATIC REPUBLIC and to secure to all its citizens:
JUSTICE, social, economic and political; LIBERTY of thought expression belief faith and worship;
EQUALITY of status and opportunity; and to promote among them all FRATERNITY assuring the dignity of the individual and the unity and integrity of nation;
IN OUR CONSTITUENT ASSEMBLY
this twenty sixth day of November 1949, do HEREBY ADOPT, ENACT AND GIVE TO OURSELVES THIS CONSTITUTION.
No debate on failure to achieve objective of the Constitution.
The constitution was structured for the fulfillment of the aforesaid objective. The people may raise this issue and ask whether the aforesaid objective has been achieved. In other words, whether the society and the nation have been built on the principles of equality, liberty, justice and fraternity. The response is negative. Had the constitution been implemented the objective would have been achieved. Neither the objective was achieved nor the constitution was implemented. Hence betrayal of constitution. Had the failures been examined critically, the people would have known about the absurdities of ruling castes. To sidetrack such debate was the immediate objective of the ruling castes.
Only two point are being discussed. One in support and other in opposition of the review commission. Whereas there are many debatable questions such as, why objective of constitution have not been fulfilled? Why was the constitution not implemented honestly? Who have betrayed the constitution? Since how long the betrayal had been going on?
By sidetracking such debate in public ruling castes succeeded in fulfilling its immediate objective.
b. Short-term objective: Appeasement of cadres of Sangh Parivar to win elections.
To understand the short-term objective it is necessary to know, how Mr. Atal Bihari became the Prime Minister? Twenty-three state level (regional) parties extended support in installation of Mr. Atal Bihari in Delhi on the following conditions: -
1- No objection to the secularism.
2- No opposition to Article 370.
3- No compulsion for the Common Civil Code for citizens.
4- To forsake the programme to construct the Ram Temple
in Ayodhya.
On the basis of these conditions 23 political parties extended support to Mr. Atal Bihari Vajpayee and by giving up the aforesaid programmes and issues of Sangh Parivar, Atal Bihari Vajpayee had entered into the political nexus with regional parties. This not only demoralized but also infuriated Sangh Parivar. They have every reason to be so because
the programme that was forsaken by Atal Bihari Vajpayee, was actually programme of the Sangh Parivar. However they lost their tolerance/ balance, when Atal Bihari released three extremists Muslim terrorist in Indian Airline hijacking episode. The then Sar Sangh Chalak, Rajju Bhaiya had to issue the public statement showing his displeasure and disagreement with Atal Bihari Vajpayee. From his statement, we can understand the scale of resentment within the Sangh Parivar by this decision.
The elections were due in four states on 22nd February 2000. And in this circumstances winning elections became very essential for the stability of the central govt. headed by Atal Bihari Vajpayee. Mr. Vajpayee was very much perturbed and was thinking about the ways to please Sangh Parivar who else other than Vajpayee, knows better to please Sangh Parivar and its cadres. Mr. Vajpayee knew well how many the workers of the Sangh Parivar hate constitution and how they have been opposing the constitution since its adoption. He also knew the mental frame of the Sangh Parivar, which is against the constitution to the core and at the slightest available opportunity, they do not hesitate to disrespect constitution by their thoughts and actions. Present Sar Sangh Chalak Sudarshan has issued a statement to throw the constitution.and he often displays disrespect for the constitution. Mr. Vajpayee realised that this is the appropriate time to constitute review commission so that members and cadres of Sangh Parivar can be pleased who disrespect constitution day in and day out. The commission to review the constitution was set up. This issue brought cheers in Sangh Parivar and it became so evident that in his overwhelming emotion Sar Sangh Chalak directed cadre to "Throw the constitution."
Thus by setting up the commission to review the constitution Atal Bihari succeeded in containing the anger of the Sangh Parivar. So contained and energised workers of Sangh Parivar stood solidly behind Atal Bihari Vajpayee and supported him to win election in four states. Atal Bihari utilized the strength of the Sangh Parivar perfectly and he could win the elections. This was a short-term objective of setting up of commission which was accomplished by winning elections.
c. Long-term Objective: Scrap the Constitution and replace with Constitution framed by RSS
Transforming opinion of the "Mulnivasi Bahujans" in favor of change or replacement of the present constitution is the long-term objective behind the review commission. All of us know that the workers of Sangh Parivar are eager to scrap the constitution. (Brahminical forces outside the Sangh Parivar also have mute consent). One of the great challenges or hurdles for scrapping the constitution is faith, belief and solidarity of Bahujan Samaj with the constitution. During the period of last 50 years, they have never protested against the constitution. Therefore till the time Mulnivasi Bahujans keep trust, faith and belief in the constitution; it is not possible to scrap it. Any step to scrap the constitution without their consent will lead to civil war. Sensing this danger, ruling castes have accelerated efforts to build public opinion in favor of their designs and setting up of a review commission is one of the important steps.

10. ILL Design of Ruling Caste - for transformation of public opinion against the Constitution.
a) Breach of trust, faith and belief in constitution.
b) Calculated statements against constitution.
c) Propaganda amongst non-untouchable sections.
d) Deployment of SC/ST leadership.
e) Exploitation of religious sentiments: "constitution is anti Hindu"-Golwalkar
f) Exploitation of national spirit: "Constitution is
Alien."—Golwalkar
a) Breach of trust, faith and belief in Constitution.
Breaking of civil war means confrontation between Brahmins and Brahmanical forces on one side and Mulnivasi Bahujans on the other. This will be most dangerous for them. Therefore the only alternative left to them is to seek consent of the Mulnivasi Bahujans to scrap the constitution and this is possible only by creating mistrust and disbelief about the constitution in the minds of Bahujan Samaj. On analysing some of the facts recently noticed that the Sangh Parivar has design a comprehensive program to acquire desired result and Mr. Vajpayee and BJP is assigned 50% work in which they have to create a feeling amongst Mulnivasi Bahujan that, their progress could not be achieved because of existing constitution for which ruling castes can not be blamed. Therefore they have resorted to propaganda through print media and electronic media, over which they exercise a control, amongst underprivileged vast toiling masses that, there are deficiencies and faults in the constitution, with a view to create mistrust and disbelief in the constitution.
If they could succeed, then cadre of Sangh Parivar shall be able to convince the masses that the existing constitution has failed to achieve their progress and therefore it should be scraped and replaced by new constitution and for this purpose they should lend support to the Government. Thus creation of mistrust and disbelief in masses is first step in opinion building process. This way Sangh Parivar has succeeded in their strategy to achieve 50% result through Mr. Atal Bihari Vajpayee by opening propaganda to review entire constitution, when only 10 to 20% of the constitutions require review if at all needed. Thus to fulfill this long term objective of Sangh Parivar the Government has constituted review commission. Sangh Parivar would have scrapped the constitution immediately but for the lack of support which they can acquire only by creating opinion of Mulnivasi Bahujans in their favor. Thus Consent of Mulnivasi Bahujan is an essential ingredient of their strategy.
b) Calculated statements against Constitution.
If the public opinion is not favourable to change the constitution, then leave aside Sangh Parivar, even their gods cannot scrap the constitution. It has been written in the Gita that if religion is in danger he will take birth on the earth to save it. But in spite of danger to Brahmins, god has not taken incarnation so far and even if god incarnate he cannot scrap the constitution. Because for scrapping constitution he has to necessarily become the Member of Parliament. The meaning that it is not that easy, however the Sangh Parivar has a firm belief that the Mulnivasi Bahujan can be fooled easily by creating congenial atmosphere and adopting right strategy.
By setting up constitution review commission the Government has launched a campaign to create the congenial atmosphere. Task of scrapping the constitution is difficult but not impossible. To make it possible the job was assigned to constitutional experts. In the name of constitutional experts it has became very easy for them to get legitimacy and hide their conspiracy. It also helps them in putting question mark on constitution. Apart from review commission, many persons have been assigned the task of building opinion in favor of Sangh Parivar.
e.g. The statement of the Prime Minister on 27th January 2000 that, "the people want the speedy development but there is obstacle in the system due to which the speedy development is not possible." This statement was given intentionally to form public opinion against the constitution. Prime Minister also gave statement on same day at Lucknow and blamed the constitution for the less budgetary provisions on education, a cause for prevalent illiteracy in India. These two calculated statements were aimed to create public opinion against the constitution.
c) Steps to create opinion of non-untouchable sections.
Karpatri Shankaracharya has raised issue by saying that, "the constitution is excellent, but it has been written by an untouchable". He did not say that it is written by a Shudra. Why did he not say so? The Shankaracharya knew that Dr. Ambedkar was not Shudra but he was an untouchable and untouchables are avarnas or outcastes. Shudras are present day Other Backward Castes (OBC's). This is also a calculated statement by Shankaracharya aimed to alienate ST, OBC/ Shudras, minority communities against constitution due to their traditional prejudices against untouchables. Brahmins are using such tactics very often against the awakened sections from amongst untouchable to derive support from shudras(OBC). This is manifestation of their divisive cunning mentality.
d) Deployment of SC/ST leadership.
The Sangh Parivar has always been adopting the strategy to start discussion with the people on one pretext or the other. Few years back we have come across a scheduled caste worker from Matang community who apprised us that one person of their locality who attends RSS shakha keep telling that" the constitution has caused tremendous loss to intellectuals". The S.C. fail to understand that Brahmins are using term 'intellectual' for themselves as a protective shield from the wrath of supporters of constitution. Such tactics lead to change view against the constitution. This example illustrate that Mulnivasi Bahujan could be fooled easily.
On 10th March 2000, our people in Ahmdabad have told that the SC/ST front of BJP has constituted 'Dalit Adivasi Kalyan Parishad', in which no discussion was held in respect of welfare of this section but the discussion was focused to extend support to the review of the constitution. This proves that SC/ST fronts of Sangh Parivar have been assigned the job to generate favorable opinion for scrapping the constitution and such Parishads are part of these activities. All these scries of occurrences prove that our peoples are the main targets in their propaganda.
e) Exploitation of religious sentiments: "Constitution is anti Hindu"-Golwalkar
When constitution was adopted and enacted, the then Sar Sangh Chalak of RSS, Golwalkar opposed it by stating that "the constitution is alien and against interests of Hindus." The people in Sangh Parivar considers SC, ST and OBC or Shudras as Hindus and even their associates like Pandurang Shastri Athawale are ahead in declaring that even Muslims are Hindus. They should be called as Mohammadi Hindus."
According to their own version, SC, ST, OBC's/ Shudras and minority communities all arc Hindus, and the constitution has provided thousands of rights to them which were not in existence before its adoption, then how can they say that the constitution is against Hindus? In fact, it is benefiting all those Hindus which arc recognized as SC/ST/OBC by the constitution. Then why Golwalkar is calling it against Hindus. To our understanding it is not against Hindus as stated by Golwalkar but it can be very well said that it is against Brahmins. Because article 13 of the constitution has scrapped all those special rights of Brahmins, nullified their laws, instructions, customs which were contrary to the fundamental rights. But Brahmins can not take this view in public. They are aware that such a view will harm them more than to benefit them. This is the reason, Golwalkar has been calling the constitution is against Hindus.
There is also a hidden objective behind this statement as SC/ST/OBC are entrenched in the Hindu mentality and their support against the constitution could be achieved. Especially of OBC's and those Shudras who are covered under Mandal Commission, arc not aware that they are Shudras. What they only know that they are Hindus. If the constitution is told to be against Hindus, the favourable opinion of OBC's/ Shudra's can be created. This is the only motive behind the statements of Golwalkar.
f) Exploitation of national spirit: "Constitution is Alien." - Golwalkar
Why did Golwalkar said that the constitution is alien? The motive behind is to create opinion of Mulnivasi Bahujan people against the constitution. We should question them as to how an ideology which intend to establish a society and build a nation based on the principles of equality, liberty, justice and fraternity is alien to India? Is the ideology that profound all human beings are equal is Alien? In fact this ideology is developed by lord Buddha 2500 years back and it was propagated by Sankhya philosophy before him. Emperor Chandragupta Maurya and Ashoka adopted this philosophy and founded Indian society based on the principles of equality liberty, justice and fraternity; which is the foundation of great India. This is inherited from our forefathers such as Buddha, Ashoka, which form foundation of our constitution. One should know that Ganatantra system of governance was prevalent during Buddha period. Lichhavi, Sakya. Koliya were firm believer in the Ganatantrya and were a source of inspiration of present parliamentary system. Rather foreigners have taken Idea of parliamentary' system from this land and achieved progress. Arya-Brahmins conspired against these principles and endangered the unity and integrity of country which lead to downfall of India. This is in ancient history of India. Thus, the constitution has its roots in this land but the Arya-Brah-mins who call it alien, are themselves foreigners.

11. Our Programmes to Counter Ruling Castes.
a) Prerequisite for planning of any counter program:
No programme can be chalked out without having clarity about the objective of enemy. It is essential to know the hidden objectives of ruling castes behind setting up the review commission before chalking out any programme to fail their design. Now we have succeeded to know actual objective behind this conspiracy. Therefore we are now in a better position to chalk out our plans and programmes.
b) What should we do? - Expose Congress and BJP drama.
The whole exercise elaborated in foregoing paragraphs is directed to form the public opinion against the constitution, to acquire the support of the Mulnivasi Bahujan, so that Arya-Brahmins can be in a position to scrap the constitution. This is possible only by changing our opinion against constitution. Therefore our efforts should be directed to expose their game plan. We should not get indulged directly or indirectly in support of their programme. If we build opinion of Mulnivasi Bahujans against the conspiracy of scrapping constitution and chalk out our own programmes strategically, this entire exercise of ruling castes will fail. All Mulnivasi Bahujans should put their entire efforts in that direction.
BJP is supporting review of the constitution and Congress is opposing the review. Both are representing ruling castes and jointly hatched a conspiracy. They are consciously concealing the information about objectives of constitution and betrayals of the constitution. Apparently the programmes of both BJP and congress appears to be different, however objective is same. Congress has not floated any programme which shall not allow Mulnivasi Bahujans to change their opinion in favor of review of the constitution. In fact, Congress is opposing review of the constitution outside the Parliament and extending mute consent inside the Parliament. This is sufficient to expose Congress.
c) Drama of Congress:-
The government is supporting the review commission and the Congress is opposing it. Apparently the manner in which the Congress is opposing is beneficial to the ruling castes of the Brahminical Social Order (BSO). Congress is a party to this conspiracy so that the people can be kept ignorant about the betrayal of the constitution in last fifty years. The discussion has been focused, on either for or against the review of the constitution and the real issue of the betrayal of the constitution by the ruling castes has been side lined. In fact Atal Bihari has given protective cover to the Congress, as it had been the ruling party for 45 years and committed many frauds on the constitution during it's rule. What was the necessity to protect the congress by Atal Bihari? Atal Bihari protected the congress not in the capacity of a political party, but he was aware that- it is not possible to protect Brahmins without protecting the congress and afterall Brahmins have only ruled the nation through Congress. The congress should be grateful to Atal Bihari, and in return the congress should come to the rescue of Atal Bihari and precisely they did it on the issue of membership of RSS by a government servant. On this non-issue Congress did not allow parliament to function for 8 days but on the issue of constitution review commission Congress maintained mute silence and protected Atal Bihari Vajpayee in parliament. Any wise person can understand that setting up the commission to review the constitution is the most serious issue compared to membership of RSS by a government servants but Congress has been opposing constitution review outside the Parliament and extending mute support in the Parliament. Hence Congress is a party to conspiracy. Therefore we should neither believe in the programmes of the congress nor should we support their programe.
We have clarified in foregoing paragraphs that, review commission is not constituted with the objective to 'review' or 'amend' the constitution; but its main objective is to create mistrust disbelief and devoid of dedication of the Mulnivasi Bahujans in the constitution. Once they succeed in creating such mistrust they can fulfill their desired objective without much resistance. This is the long-term objective behind setting up the review commission.
Similarly short-term objective behind setting up the commission is to appease the Brahminical forces Sangh Parivar in particular and unite them in support before 20th February 2000 to win elections. By setting review commission Atal Bihari Vajpayee fulfilled their objectives
The immediate objective behind setting up the commission was to block any kind of discussion amongst Bahujan masses on the objective of constitution or its non-implementation. This was also used to keep people ignorant about betrayal of constitution by rulers in last 50 years after its adoption. Then question arises what the Mulnivasi Bahujans, the aboriginal Indians, should do to defeat their strategies? This is very important question and we should search out answer to it.

12. What should we do?
Neither we should support review nor we should oppose the review on the line of Congress. We should commemorate the golden jubilee of constitution and arrange programme to expose the ruling castes for their betrayal of constitution during last 50 years of misrule. Programme should be designed to reach at least 5 cores people amongst the SC, ST, OBC/ Shudras and converted minority communities. Moreover, a commission should be constituted "to review the betrayal of the constitution" and "to fix up the responsibility on those who are responsible for betrayal."
Further we should avoid propaganda that only Babasaheb Dr. B. R. Ambedkar wrote the, constitution. But instead we should propagate that the constitution was written by Babasaheb Ambedkar and passed by the Constituent Assembly. In this constitution making process representatives of SC, ST, OBC, minority communities, women and upper castes deliberated the draft and accepted in the constituent assembly in their own interest and in the interest of nation. With their support constitution was framed. If we propagate that only Babasaheb framed the constitution, it will help Sangh Parivar to sharpen traditional prejudices of the non-untouchables (viz. ST, OBC shudras) which ultimately lead to creation of adverse opinion against constitution amongst them.
However we should vehemently oppose the review commission on our own plan, programme and objective. BAMCEF has planned its own programme and launched a Nation-wide campaign to awaken our people in which 5000 programmes would be held in 23 states within a year. These programmes are designed to fulfill our objectives.
Outline and details of programmes have been given in the following paragraphs:
a) Our Objective - Our Programme :
1. Ruling castes have not been celebrating the golden Jubilee of the constitution on the scale they celebrated the Golden Jubilee of Independence. We should celebrate the Golden Jubilee of Constitution on the same level by involving the SC, ST, OBC, Shudras and converted minority communities, who were deprived their rights before adoption of constitution. They should be apprised of the rights provided in the constitution for them.
2. Why the objectives enshrined in the constitution have not been achieved during the last 50 years? Who have not allowed it to be fulfilled? Why the provisions of
the constitution have not been implemented? In other words, we should expose the betrayal of the constitution.
3. We should explain the difference between Prajasattak Din (Republic Day-Jan.26) and Independence Day(Aug.l5) to the people of Mulnivasi Bahujan
Samaj.
4. We should have public debate and public contacts with at least 5 Crores people .
5. On this issue we should co-ordinate with 10,000 organizations.
6. We should explain why the system was not established to fulfill the objective of the constitution. To constitute a representative commission of non-government representatives to review the betrayal of the constitution to built a nationwide campaign and movement.
b) What we should not do?
Precautionary measures:
1. We should not support the congress on this issue, as it has tacit understanding with the Sangh Parivar. On the contrary we should expose congress and uncover
its true face.
2. We should not indulge in the propaganda that the constitution was framed only by Dr. Babasaheb Ambedkar as it will help Sangh Parivar to prepare the non-untouchables against the constitution. Such propaganda indirectly lend benefit to the Sangh Parivar.
The constitution has been framed in three stages, (a) Writing the provisions of the constitution -Drafting (b) Debate and discussions on the provisions in the draft and (c) Getting approval in the Constituent Assembly on these provision. Through these three stages constitution was framed. When we know these facts that the constitution was framed not only by Babasaheb Ambedkar, but in this entire process more than 300 members of the constituent assembly were involved and they have approved and passed each and every provision after vigorous debate, The constituent assembly was a representative body in which elected representatives from all sections such as SC, ST. OBC, minorities, high castes including Brahmans were present.
3. Celebration of the Golden Jubilee of the constitution should not be confined to SC communities but all Mulnivasi Bahujans should take part in celebration.
All groups of Mulnivasi Bahujan Samaj should be in spired for conducting such programmes unitedly
4. Mr. V.P. Singh is not opposing the review, but he has been opposing the mode adopted in constituting the review commission. Thus Mr. V.P. Singh too does not
want to expose betrayal of the constitution

13. Why was Constitution not implemented with its Letter and spirit?
1. The responsibility to implement the constitution was entrusted by the people of India on those who were given majority in elections and empowered to run government. Those who were elected to rule only have the right to implement the constitution. The people of India voted congress to power for nearly 45 years and Morarji, Atal and others for 5 years. Thus they were entrusted to implement the constitution and empowered to fulfill the objectives of constitution. These are the parties of the Brahmanical ruling castes. These ruling parties did not implement the constitution, as they have no faith in the constitution. Those who don't have faith in the constitution were voted to power by the people of India.
Other Brahminical forces, who remained out of power especially Sangh Parivar, socialist and communist Brahmins have also opposed the constitution. The Brahmanical forces who were in power did not implement the constitution and those who were out of power opposed constitution. Both these forces have no belief in the constitution. Thus the constitution could not be implemented because the power and responsibility to implement was entrusted on those who do not have faith in the constitution .
2. Those who are having full faith in the constitution have no strength and power to implement constitution. This is the main reason behind non-implementation of the constitution. Implementation requires the application of the power and strength. Those who doesn't have both power and strength and aspire to
implement the constitution, they should acquire the power and this is possible only if they generate the required strength.
3. Broadly speaking those who have the firm and full faith in the constitution have not utilized their strength to put pressure for implementation of constitution. If they are devoid of such strength their priority should be to generate it then only they will be in a position to get constitution implemented.

14. No guarantee for implementation of changed Constitution.
Supporters of the review commission are talking about improvement in the constitution. But majority of the people are deprived from the benefits of constitution due to non-implementation of the constitution. They are told that the ruling castes were not responsible for their plight but the Constitution itself is responsible. They are arguing that amendments in the constitution would improve their present pathetic condition.
Even if we presume (for the sake of discussion), that Constitution is responsible for the present day position (which is not true), what is the guarantee that after change, new constitution will be implemented. Constitution does not work by itself and only those who are entrusted to implement it will have to act. If the people who do not possess any respect for constitution and does not follow constitution remain in the saddle of power then even after change/amendment, there won't be any implementation. Precisely this is what has happened in the last fifty years. Many written provisions enshrined in the constitution were ignored and not implemented. We can not expect better future. We have conviction that these very people from the ruling caste if remains or manage to remain in the saddle of power, they will betray constitution in the same way as happened in past and it will not be implemented even after the change.

15. Why Brahmins oppose Constitution?
The Brahmins oppose constitution and are aiming to scrap it because:-
i) The objective of the Constitution of India is to transform socio-economic life of people and bring out a social revolution by peaceful means.
ii) The ideology of the constitution is based on the principles of equality, liberty, justice and fraternity. iii) The constitution directs the rulers to achieve above objectives through directive principle of state policy iv) The constitution opposes the Brahmnism, and a society based on varna system (varna-vyvastha), caste system and untouchability, and declares it void. It also puts an end for its revival; Constitution has scrapped the special rights enjoyed by Brahmins for generations. Owing to this reason, Brahmanical forces are bent upon to scrap the entire constitution.

16. Nature of Review Commission :
a) Commission is not a representative body.
The chairman of the review commission Justice Venkatachallaya is a south Indian Brahmin, when Babri mosque was demolished, he was chief justice of the supreme court. Another Justice, B.P. Jeevan Reddy hails from the feudal community of Andhra Pradesh, who has advised to ban the smaller parties as a chairman of the Commission. The third member of the review commission is Mr. Parasharan, the former Attorney General of India, who is in favor of abolishing the reservation policy. He was a party in the recent judgments against the reservation policy. Mr. Subhash Kashyap the former Secretary of Lok Sabha is its forth member, who is always ready to protect the interest of the Brahmins. Mr. P. A. Sangama is the fifth member, the former chairman of Lok Sabha. He is inducted due to his opposition to Mrs. Sonia Gandhi, as he advocated that the persons of the foreign origin should not be allowed to occupy the highest position of power in the affairs of the nation. So that part objective of BJP and the Sangh Parivar could be achieved through P. A. Sangama and rest of the work can be performed by Brahmanical media. P.A. Sangama has not been inducted as a representative of the S.T, community or minorities. The sixth member Justice Punaiya, who hails from Andhra Pradesh. Even though he belongs to Scheduled Caste community, he has been inducted due to his views against the policy of reservations to SC/ST. So, he could be a perfect tool in the hands of the Sangh Parivar and the BJP to oppose reservation policy.
The present Attorney General of India Soli Sorabjee has the natural bent of mind towards the BJP and is supporter of the Sangh Parivar. Sumitra Kulkarni has been inducted being a grand daughter of mahatma Gandhi. But in reality she has been inducted in the capacity of BJP members.
Moreover Justice Sarkaria has been inducted to reduce opposition of the regional parties in BJP Govt. so that he may be strategically used on the issue of central/state relation to reduce antagonism of regional parties. Mr. Abid Hussein, a Muslim but he has not brought there in the capacity of the muslin representative, but because of his close friendship and dedication towards the Nehru-Gandhi family to acquire the support of the Congress and Sonia Gandhi. Not a single OBC representative has been inducted. Whosoever SC/ ST members induced in the review commission has not been taken to represent their respective communities but to use them to oppose the interests of their section, so that Brahmin might not be blamed to do away with reservations. Minority community representatives have not been inducted for the protection of the interest of their communities. The above facts prove that review commission is not a representative body.
Since working of the review commission is not transparent, people are not aware about happening inside the review commission.
Question may be asked, whether we could support if review commission be made representative? Even then we would oppose the setting up of the review commission as its objective is inherently wrong and is against the provisions of constitution. Those who oppose BJP but support review commission cannot achieve their objective through this review. Their support is unfounded and dubious.
b) Why Atal Bihari has not obtained sanction from Parliament?
We all are aware that, the constitution was passed by the Constituent Assembly, which was representative body of the elected representatives. Today the constituent assembly is not in existent, but the elected representative are present in Parliament. Therefore, Vajpayee should have taken these elected representatives into confidence in the formation of the review commission. Vajpayee did not do so. He was well aware that, the present Lok Sabha has more strength of the elected representatives compared to the then Constituent Assembly. Had the commission to review the constitution been set up by taking elected representatives into confidence then commission not only be a representative body but it would have been really a body of fighting representatives and such a body would have pre-empted the Brahmnical design. Therefore Atal Bihari avoided the sanction from Lok Sabha.

17. Why representatives of Mulnivasi Bahujan Samaj are
The present Lok Sabha is represented by about 126 representatives of SC's and ST's, and about 200 representatives of OBC. If they unitedly oppose the review commission, it would have failed miserably. But the representatives of SC, ST are reluctant because they are the agents and stooges and the OBC representatives are bonded labor of the ruling castes. They have to take permission from their masters to speak in the Parliament. Therefore they are silent on the issue of setting up of review commission.

18. Agenda for next election.
The workers of BJP and the Sangh Parivar are propagating that the objective of the review commission is to bring certain amendments in the constitution. But we have proved that 'amendment' is not the objective. How the amendment in the constitution is possible without taking the opposition parties into confidence. In fact, amendment is not at all their objective. In the name of constitution experts ruling castes want to pursue their hidden agenda. If the experts recommend review of the constitution and opposition parties oppose it in Parliament then they will take the issue before people in the form of agenda of the next elections and argue that it is not the suggestion of the Sangh Parivar but by the experts. This is how they will derive benefits for Brahmins and associated forces.

19. Anti-national acts of ruling castes :
a) Non implementation of Constitution-Betrayal of the people.
Objective of Constitution, its ideology and programmes are in support of the Mulnivasi Bahujans, who constitutes 85% to 90% of total population of India. Therefore, non-implementation of the constitution or betrayal of constitution is a public-offence. The constitution is the documents of peoples rights, but Mulnivasi Bahujans arc not aware of their betrayal.
b. Vande-mataram and Anti-national acts.
The Brahminical people of the Sangh Parivar compel Muslims to say Vande-mataram and if they do not say so, they are doomed to be traitors. But when the same Brahminical people of Sangh Parivar do not keep faith in the constitution, can they be called patriotic? They are also traitor. Brahmnical traits are not only found in Sangh Parivar but also in other political parties and organizations'. These people can not be relied upon. Such Brahminical people can be found amongst socialists or feudal. They can not be trusted, because they (socialists /communists and feudal) do not oppose constitution openly but oppose from behind. We have to be very careful about such people.

20. Role of Brahminical media - Tool to suppress revolt of people.
a) Why Mulnivasi Bahujans are ignorant about this conspiracy?
Entire propaganda machinery i.e. electronic media, print media and traditional media are under the control of the Brahminical forces in India. And media is consciously concealing the information about the wrong caused to public because if the information is released there is danger of revolt against the ruling castes. This is the reason that the propaganda machinery is in support the review of the constitution and concealing information from public.

21. Weapons of ruling castes:
a) Presidential system.
The Brahminical forces are supporters of the presidential system. In the past, Smt. Indira Gandhi also supported it and now Atal Bihari Vajpayee has been doing so. Indira Gandhi in the past and Atal Bihari Vajpayee at present is against the parliamentary system of democracy because Parliamentary system is based on the principle of accountability. In this system Prime Minister has to face parliament and explain their inaction, nonaction before the Parliament every six months. That means after every six months govt. has to face danger for any anti people acts committed by them.
In fact, the Brahminical forces are not interested in the comprehensive socio-economic development of the Mulnivasi Bahujans and do not want to be accountable for this. These rulers are interested to set up such a system in which after each election they can rule for five years without any hurdle and accountability. In India, in spite of the provisions of accountability, the ruler shamelessly violates constitution. One can not imagine how they will behave in the presidential system.
b) Constitution by RSS as per dharma Shastras.
RSS has been pleading to throw the Constitution of India and if they get an opportunity they may do so. It is the matter of concern which constitution will replace the present one. There is no second opinion, that in their scheme of things everything will be governed by varna dharma in which SC, ST, OBC alias Shudras (like Maratha, Lingayat, Jat, Kayastha, Lewa, kachhawa and patels of Gujarat) and women would be deprived of their rights. Parliament would be non-existent. The election will be discontinued and Dharma- Sansad will decide the ruler of the country, wherein Keshubhai Patel, Vilasrao Deshmukh, Sharad Pawar, Deve Gouda, Chandra Babu Naidu, Karunanidhi, Ashok Gehlot, Om Prakash Chautala, Prakash Singh Badal etc. would not enjoy the position of Chief Minister. Dharma Sansad have prepared such constitution immediately after the demolition of Babri Mosque. This constitution comprised of 60 pages. Due to the installation of the SP-BSP government in UP it has not been made public. They may declare at the appropriate time.
c) Cultural agenda and new Constitution
The Brahminical forces always desired that the governance of India should be as per varna-dharma or caste-dharma and rules should be as per religious scriptures. For this purpose the constitution is being shaped. In case varna and caste become basis of such constitution then Brahmins cannot be made the ruler of the country. Only Kshatriyas shall claim to be a ruler. Are Brahmins being ready to accept this position?

22. Opposition of ruling caste for representation of Shudra & Ati-shudras in Defiance and judiciary.
Atal Bihari led by the Sangh Parivar has opposed the reservations in defiance and judiciary as well as in science and technology. This was declared very recently in the Parliament. Thus the code of Manu still being followed by Arya-Brah-mins. The opposition to entry in the defence services means veto against becoming solders in the army, which means debarring Shudras i.e. OBC in taking arms. Similarly opposition in the area of judiciary aimed to restrict Shudra's from becoming the judges. According to Manusmriti Shudras/OBCs cannot become the judge and cannot possess arms. This is what Atal Bihari is following. But when this issue came in Parliament, members of SC, ST, OBC or Shudras and minority communities did not raised their dissenting voice/This situation confirms that not only Mulnivasi Bahujan masses are enslaved but their leaders are also made slaves. This means still today, we are confined to the slavery of alien Arya-Brahmins.

23. How are we benefited if no implementation of Constitution - A compulsion to rule

If the constitution is not implemented then how are we benefited? We have not been benefited because Brahmnical ruling castes have honestly implemented the constitution but it was their compulsion to implement certain provisions reluctantly. They were fixed in contradictions. In the process we are benefited to some extent. Secondly we have been benefited due to awakening programe launched by the organisations of Mulnivasi. We have not been benefited due to any support from Brahmnical forces. In fact they oppose from the core of their heart.

24. Warning by Dr. Ambedkar:
On 26th November 1949 Constituent Assembly had formally passed the Constitution of India. On that occasion, a programme was held in the Constituent Assembly and many dignitaries delivered speeches. Babasaheb Dr. Ambedkar in his capacity as the Chairman of the drafting committee delivered a address on this occasion. Some part of his lecture is being reproduced here (Entire speech is given in an Appendix Nevertheless, we arc bringing his speeches in constituent assembly in a booklet form for mass circulation.)
Babasaheb Dr. Ambedkar in his address cautioned that.
"On the 26th January 1950, we are going to enter into a life of contradictions. In politics we will have equality and in social and economic life we will have inequality. In politics we will be recognizing the principle of one-man one-vote and one-vote one-value. In our social and economic life, we shall, by reason of our social and economical structure, continue to deny the principles of one man one value. How long shall we continue to live this life of contradictions? How long shall we continue to deny equality in our social and economical life? If we continue to deny it for long, we will do so only by putting our political democracy in peril We must remove this contradictions at the earliest possible moment or else those who suffer from inequality will blow up the structure of political democracy which this Assembly has so laboriously built up,"
It seems that Babasaheb was apprehensive about ill motive of the ruling castes that they may not implement the constitution or may sabotage it. He therefore cautioned the ruling castes. In retrospect when we try to understand him, the system may not have blown up literally but one cannot ignore the reality that the oppressed masses are wisely giving factored mandate denying majority to any single political party through their power of right to vote. This is a root cause of political instability. No govt. is running more than a year or two. Narsimha Rao had to prove majority by bribing/purchasing the Member of Parliament of the Jharkhand Mukti Morcha, Deve Gouda and Gujral were installed as Prime Ministers by the Congress and dumped at opportune time. Atal Bihari was dethroned by Jaylalita. And now, Atal Bihari has become the PM with the support of 23 small and big political parties under the NDA umbrella But this govt. may also not complete its term.
As the Constitution provides elections after every five years. If the head of govt. fails to retain the majority support, there is no alternative but to face frequent elections. The caution by Dr. Ambedkar may not have been literally proved, yet it is definitely proved that the system has not remained in a position to retain the periodicity of 5 years of the Parliament and Indian masses have refused to give mandate to any single party. Owing to this reason, the system has been suffering with instability and the stalemate has emerged. But the instability and stalemate in the system is the result, it is not the cause.
The reason behind is the increased discontentment amongst Mutnivasi Bahujans because of no solution was provided to the socio-economic problems in the last 50 years. They have identified enemy for their socio-economic ruin, in different political parties and consequently created political instability and obstruction.
Atal Bihari wanted to remove this instability and stalemate by way of statutory provisions. He desires that the elections should be held only once in 5 years. Mr. Atal Bihari and ruling castes are aware that the present political instability is due to non implementation of socio-economic programme of the constitution for the advancement of Mulnivasi Bahujan. But Atal Bihari does not want to address these issues by implementing socio-economic programme of the constitution. Rather he wants to rule the country for 5 years by framing legislation without solving any of the problems of majority.
It is surprising to note that, Atal Bihari has advocated the German system of governance for India. The organization (RSS) which is a guiding force to him has been propagating that Indian Constitution is alien. Whereas Atal himself proposes German system of the governance. Indian ruling castes are contradicting each and everything to retain their rule by hook or crook. In fact Sangh Parivar has nothing to do with Indian or alien constitution, if the supremacy of Brahmin is assured then they are ready to adopt anything and everything. Invading Aryans have nothing alien or indigenous they all are power hungry.

25. Resistance by President
The Hon'ble President of India opposed the review of constitution and supported the Parliamentary system of democracy. He reiterated that "we have failed the constitution and not the constitution has failed us." In other words, the President is convinced that the rulers have betrayed the constitution for last 50 years and the objective and ideology enshrined therein was sabotaged in a planned manner. The RSS immediately signaled Congress that president Narayanan is blaming congress for 45 years of sabotage to constitution and therefore they should keep distance from the Hon'ble President Dr. K. R. Narayanan and should not come to his defense. From this it is proved that RSS also accepts betrayal of the constitution for the period of last 50 years and Brahmins were ruling India through Congress.
26. Our Electoral Responsibility :
In elections no party of Brahminical forces should be voted. Whether these political parties are conservative (sanatani), progressive, socialist or communist and if they are under the control of Brahmins, it should not be elected. Emerging feudal forces amongst Shudras may not be elected. Mulnivasi Bahujans should vote for those parties, which are based on the revolutionary ideology and objective and programmes. Then only implementation of the constitution can be possible.
